The plan of physical protection programme of experimental power reactor

Document of physical protection is one of the documents required as a condition of licensing the construction and operation of Experimental Power Reactor (EPR) as in the BAPETEN Chairman Regulation No. 1 of 2009 about the provision of physical protection systems installation and nuclear materials as well as other legislation. Objective of the assessment is to obtain a physical protection programme for EPR to determine a precise location related to the placement and selection of materials and equipment for physical protection. This programme is very important to optimize the function to deter, detect, assess, delay and response against all threats and disturbances in nuclear materials and nuclear facilities. The methodology used in this study is through the collection and analysis of secondary data and focus group discussions that bring experts in their field to get the input materials. The results showed that the EPR facilities is necessary to protect a limited area that determines all controlled activities are restricted by a fence. Areas that are located within the area protected both vital and are inner controlled by a physical barrier at the entrance and equipped with a perimeter intrusion detection system. Access control in the inner area to be enhanced with the implementation of the mechanism of two person rule, entrance awake and using a card reader plus a volumetric intrusion detection system. Besides, it needs to be supported by good lighting system, a reliable power supply, patrol, and trained personnel. (author)
