Effectiveness of the national policy and energy efficiency legislation in the field of electric energy

This report provides an overview of Bulgarian and European legislation. The conducted research on energy efficiency, energy management and energy management systems allows the following conclusions to be drawn: 1. Most of the Directives and regulatory requirements for energy efficiency are mainly aimed at the building infrastructure of the industry and utility sector and to some extent treat some classic users . 2. Electrical efficiency is considered as a part of the overall energy efficiency. Such approach is inappropriate and incorrect, because the nature and physical essence of electrical energy processes differ significantly from the characteristics and features of general systems tested for energy efficiency. 3. It is necessary to formulate and define basic characteristics and criteria for electrical efficiency, which take into account the specific features of electrotechnical processes and phenomena applicable in electrical supply systems. 4. In connection with the expansion of the scope of energy audits, it is necessary to create adapted methodologies for the evaluation of electricity efficiency. 5. It is necessary to develop methods that make it possible to formulate optimization tasks according to different criteria for determining the electrical efficiency. 6. The systems for energy management and dispatch control determine a high degree of electricity efficiency. The development and implementation of such systems is associated with additional capital investments. It is recommended that the assessment of economic effect be done using the EU-recommended 'benefit-cost' method
