After a detailed report, the synthesis first addresses the role of local information commissions (CLIs): description of the action of CLIs regarding the knowledge about the nuclear activity of sites located in the Manche district, indication of technical files which can be accessed under some conditions. The second part describes the work-group approach: methods (asked questions, communication tools) and objectives (a detailed safety analysis, a higher installation safety, a European acknowledgement of the approach). The third part addresses accident prevention: presentation of technological risks (pools, zirconium, high activity waste storage), measures implemented by operators against natural risks (protection against extreme meteorological events, seismic risks, magnetic risks, and warming) and against external aggressions (plane crash, fires, hacking, internal and external malevolence), and other conditions (social, organisation and human factors, subcontracting, stopped installations, controls of public health and of the environment). The fourth part addresses crisis management: rescue organisation (PUI, PPI and ORSEC plan) and organisation of public authorities. The fifth part address actions and proposes thoughts related to the post-accidental situation with a reference of the 'Post-Fukushima' approach. The sixth part proposes a synthesis of hearings of elected members, of representatives of environmental associations, of representatives of trade unions, of experts and of representatives of the economic arena. A last part reports thoughts inspired by a visit in Japan
