Underground spatial planning and sustainable resource management using the example of selected regions. Final report

Description

The goal of this project was to collect knowledge about the potential implementation of conceptual approaches for a sustainable, proactive and preventive underground spatial planning in practice. The impetus for the project was the increasing number of possible uses of the underground space, and the associated potential conflicts of use and protection of the environment, particularly ground water. The challenge here lies in the efficient utilisation of the limited resources of the underground space while still protecting options for use for future generations. In addition to classical uses, further options for use could arise in the future which place greater pressure of use on the underground. This requires a coordinated and preventive planning approach. New information on the environmental situation and goods could also arise (underground aquifers) which compel a rethinking of under-ground use. This debate has been driven by gas extraction from unconventional deposits through fracking and the storage of carbon dioxide (CCS). The fundamental relationships between geoscientific, planning and legal aspects of underground spatial planning were examined in the research project ''Underground spatial planning - proposals to improve the above ground and underground information, to develop the planning instruments and to provide for sustainable solutions of conflicting use'' (FKZ 3711 16 103 1/2). The current project builds on this foundation by further analysing the practical implementation of sustainable under-ground spatial planning. A comprehensive survey of relevant stakeholders was conducted and various (model) planning re-gions with different geological situations were analysed. A simulation of a practical approach to un-derground spatial planning was subsequently carried out in the form of an experimental planning game.
