Creation of the European Nuclear Energy Agency
Description
In this address delivered at the opening of the Symposium organised for the XXth Anniversary of the OECD Nuclear Energy Agency, the author recalls the historic events preceding creation of the Agency. The concept of an international agency to be responsible for nuclear questions with a control policy and a technical assistance mission to encourage extensive international cooperation was devised in the fifties. Following many years of negociation, in 1957 agreements were finalised which set up the European Nuclear Energy Agency, and under its aegis, the Eurochemic Company and the establishment of a security control. The Agency was institutionalised to a minimum: no powers and few resources. It developed only progressively according to the nuclear evolution, which was the best way for adapting itself to demand and to ensure successful cooperation. (NEA)

Dans cette allocution faite lors de l'ouverture du Symposium marquant le XXeme Anniversaire de l'Agence de l'OCDE pour l'Energie Nucleaire, l'auteur rappelle les circonstances historiques qui avaient preside a la creation de l'Agence. C'est dans les annees 50 qu'a ete lancee l'idee d'une agence internationale chargee des questions nucleaires, avec une mission de controle politique, mais aussi d'assistance technique, susceptible de favoriser la cooperation internationale la plus etendue. Apres de longues annees de negociation, furent mis au point en 1957 les Accords qui devaient permettre d'aboutir a la creation de l'Agence Europeenne pour l'Energie Nucleaire, a la constitution sous l'egide de l'AEN, d'Eurochemic et a l'etablissement d'un controle de securite. L'Agence representait un minimum d'institutionnalisation: pas de pouvoirs et peu de moyens. Elle ne s'est developpee que progressivement, en fonction de l'evolution dans le domaine nucleaire, ce qui etait la meilleure facon pour elle de s'adapter aux besoins, de se montrer pragmatique et somme toute d'assurer le succes de la cooperationFiles
