Legal and technical regulations in the manufacture and operation of accelerator plants in medicine

Description
Following an explanation of the differences in regulations of the law and regulations of technology in the manufacturing and operation of accelerators in medicine, a survey on legal foundations for the operation and on the responsible supervising authorities is given. More detailed explanations are then given on the content of the guidelines for the operation which besides the personnel requirements, outline organizational, apparative and structural measures of the further protection of patient and personnel, stopping the operation as well as temporary solutions. The appendix contains a survey on the valid legal regulations applying to atomic and radiation protection, the legal specifications on the transport of radioactive materials as well as the relevant international and national standards. Abstract (German)
Nach Erlaeuterung der Unterschiede von Regeln des Rechts und Regeln der Technik bei Herstellung und Betrieb von Beschleunigern in der Medizin wird ein Ueberblick ueber Rechtsgrundlagen fuer den Betrieb und ueber die zustaendigen Behoerden der staatlichen Aufsicht gegeben. Es folgen dann naehere Ausfuehrungen ueber den Inhalt der Richtlinien fuer den Betrieb, die neben den personellen Voraussetzungen organisatorische, apparative und bauliche Massnahmen, des weiteren den Schutz von Patienten und Personal, die Einstellung des Betriebs sowie Uebergangsloesungen umfassen. Der Anhang enthaelt eine Uebersicht ueber die geltenden atom- und strahlenschutzrechtlichen Regeln, die Rechtsvorschriften ueber die Befoerderung radioaktiver Stoffe sowie die massgeblichen internationalen und nationalen Normen.
