Carbon dioxide emissions abatement: European Communities proposal

Comparisons of tabled carbon dioxide emission data for OECD nations, Eastern Europe and the USSR evidence the favourable situation in which the European Communities find themselves with respect to the rest of the world. A sectoral analysis is performed to indicate the overall distribution of the emissions. Indications are given of the progress being made in cutting down emission levels in the European Communities through their SAVE energy conservation program. Noting the present lack of economically feasible methods to eliminate carbon dioxide emissions at source, the paper recommends a strategy of carbon dioxide emission surcharges and the use of this tax revenue to help fund pollution control technology research and development programs
