On open questions of the coalition agreement. EEG levy, national CO2 levy, electricity tax instead of energy tax?

The regulations in the coalition agreement on the energy transition and the climate protection is sad: the 2020 climate protection goal is abandoned. At the same time, this makes the German contribution to the Parisian climate change agreement eroded. The goals are only general described, the paths to it must be a commission ''Growth, Structural change and Employment'' as a basis for a law. The statements on the energy revolution disappoint even more. On Proportion of about 65 percent renewable energy (RES) by 2030 is ''desired''. It would be desirable to cover the ''additional Electricity requirements for achieving the climate protection targets in transport, in buildings and in industry''; one senses: they have in fact already dealing with the sector coupling. But that for a sector coupling that allows to achieve the climate protection goals, a doubling of electricity production is necessary, one can do not read anywhere. Although the policy is committed to Power to X; also the deputy Bareiss of the CDU. Abstract (German)

Die Regelungen im Koalitionsvertrag zur Energiewende und zum Klimaschutz sind traurig: Das Klimaschutzziel 2020 wird aufgegeben. Damit wird zugleich der deutsche Beitrag zum Pariser Klimaschutzabkommen ausgehoehlt. Die Ziele sind nur allgemein beschrieben, die Wege dorthin muss eine Kommission ''Wachstum, Strukturwandel und Beschaeftigung'' erst beschliessen, als Grundlage fuer ein Gesetz. Die Aussagen zur Energiewende enttaeuschen noch mehr. Ein Anteil von etwa 65 Prozent Erneuerbare Energien (EE) bis 2030 wird ''angestrebt''. Wuenschenswert sei die Deckung des ''zusaetzlichen Strombedarfs zur Erreichung der Klimaschutzziele im Verkehr, in Gebaeuden und in der Industrie''; man ahnt: Die haben sich tatsaechlich schon mit der Sektorenkopplung befasst. Aber dass fuer eine Sektorenkopplung, die die Klimaschutzziele zu erreichen erlaubt, eine Verdopplung der Stromproduktion noetig ist, kann man nirgends lesen. Zwar bekennt sich die Politik zu Power to X; auch der Abgeordnete Bareiss von der CDU. Aber dass beispielsweise bei Power to Gas nur etwa eine Effizienz von etwa 30 Prozent erreicht wird, wird von kaum jemand angesprochen. Ein wichtiger Grund fuer die Unverbindlichkeit der Aussagen ist nicht nur der politische Dissens, sondern die hohe Komplexitaet des Stoffs. Z.B.liegt der Zusammenhang zwischen der Einfuehrung einer CO2-Abgabe und der Strom- bzw. Energiebesteuerung nicht auf der Hand. Daher soll der Versuch gemacht werden, die Forderungen thesenartig aufzustellen und die Zusammenhaenge kurz zu erlaeutern. Dieser Beitrag ist als Aufforderung zur Diskussion gedacht.
