Cuban experience in the implementation of the integrated plan of nuclear physical security support (INSSP)

Cuba, which has faced constant threats for more than 50 years, has evaluated in particular those related to the detection of illicit traffic in radioactive materials and vulnerability in Radioactive facilities As a result, it was considered appropriate to develop and strengthen a job in conjunction with the IAEA in order to raise the technical architecture of physical security both at borders and in installations with higher risk radioactive sources (categories I and II). The ―Integrated Plan of Nuclear Physical Security Support (INSSP) ‖ implemented allowed the obtaining and installation of border detection and physical protection techniques in category I and II facilities, this coupled with the overcoming of the human resources of the regulatory authorities and the first responders. As a result, the physical security has been significantly improved Nuclear to prevent and confront in the country malicious or unintended acts linked to nuclear and radioactive materials.The present work details and analyzes the actions carried out during INSSP implementation aimed at achieving an integrated Nuclear Physical Security system operational and sustainable, in which collaboration with the IAEA is an opportunity and not a casual investment.
