Action plan to produce 1 million heat pumps in France

Description

In line with the objectives set by the French President, an action plan to produce one million heat pumps in France by 2027 was presented on April 12, 2024. This production effort should help decarbonize buildings and industry. In 2022, heat production accounted for 45% of final energy consumption in France, and only 27% of this heat came from renewable sources. In particular, the heating of buildings remains a major source of fossil fuel consumption (oil and gas). Against this backdrop, heat pumps are proving to be a crucial lever for decarbonizing heat, not only for the residential and tertiary building sector, but also for the industrial sector. Highly energy-efficient, they offer a solution for: reducing dependence on fossil fuels, reducing energy consumption, reducing household energy bills and achieving carbon neutrality. That is why France has set itself the ambitious industrial objective to double its heat pumps production capacity to one million by 2027. 47,000 new jobs, including 30,000 installers, are also to be created. The government is deploying 8 measures, detailed in this press kit: 1 - Encourage the emergence of new heat pump production plants by covering a significant proportion of investment costs, through the recently introduced C3IV green industry investment tax credit, supporting the creation of production capacity for heat pumps and their essential components. A call for expressions of interest is now being launched to help project developers identify their projects and requirements; 2 - Start redirecting public orders and subsidies towards French and European heat pumps offering the best environmental performance, along the lines of what has been done for electric vehicles; 3 - Simplify standards to make it easier to install heat pumps in collective housing; 4 - Stimulate innovation to develop heat pumps in France that meet the highest ecological standards of tomorrow, by extending the France 2030 Demo-TASE call for projects to include this technology; 5 - Support the development of the industry's trades, including installation, maintenance and equipment production; 6 - Improve consumer confidence in French products by increasing and improving knowledge of heat pump performance; 7 - Increase awareness of heat pump solutions and improve support for professionals with the creation of a heat pump expertise center accessible to all; 8 - Develop heat pumps in industry.
