Description
Electromagnetic wave propagation in a medium consisting of a homogeneous electrically neutral plasma and subjected to crossed static electric and magnetic field is considered. Using first order orbit theory, the dispersion relation is obtained by solving Boltzmann-Vlasov equation together with Maxwell's equation, and the cut-off condition is found to remain unaffected by the applied static electric field for the propagation of high and low frequency waves across a finite temperature plasma and also for waves in a cold plasma. The result is in contradiction with a previously published result by Hsieh (1967); the source of error in Hsieh's work has been explicitly pointed out. (author)
