Recommendations of the RSK (Reactor Safety Commission), agreed upon on the 210th meeting of the RSK on March 19, 1986
Description
No objections are raised by the RSK against the safety design concept of the plant planned to be built and operated by NUKEM/HOBEG. The RSK has found sufficient evidence in the construction plans submitted that appropriate precaution in compliance with current scientific-technical knowledge has been taken or can be provided for to avoid damage through construction or operation of the plant. Improvements indicated by an expert opinion are technically feasible within the design concept submitted. Further examinations to be done with regard to the equipment and apparatus of plant components, systems or other facilities, and with regard to operational conditions, will be carried out within the framework of expert opinions concerning the installation and operation of the plant under review. Abstract (German)
Insgesamt hat die RSK keine sicherheits- und strahlenschutztechnischen Einwaende gegen das Sicherheitskonzept der Anlage der NUKEM/HOBEG. Sie stellt fest, dass die nach dem Stand von Wissenschaft und Technik erforderliche Vorsorge gegen Schaeden durch die Errichtung und den Betrieb der Anlage getroffen ist oder getroffen werden wird. Vom Gutachter ausgesprochene Auflagenvorschlaege sind im Rahmen des beantragten Konzepts technisch realisierbar. Noch ausstehende Pruefungen der geraetetechnischen Ausfuehrung der Anlagenteile, Systeme und sonstigen Einrichtungen sowie der betrieblichen Belange koennen im Rahmen der Begutachtung zur Errichtung und zum Betrieb der Anlage erfolgen.
