Description
The article gives a short survey of the contents of the parliamentary proposal. The sections referred are: Market mechanisms, the position of Norges vassdrags- og energiverk (NVE), CO2 quotas, long-term strategies, main investment areas in 2000, the organisation of the change in energy consumption, energy conservation in the construction sector and energy policy aspects such as legal regulations of energy conservation, business incentives, the introduction of natural gas, investment supports to heat and wind energy plants. Some facts are pointed out regarding taxes, governmental incentives, reorganisation of the energy consumption, production and management and waterway management
