A first document (of 4) reports and discusses the results of a survey which aimed at a better knowledge of practices undertaken by communities in the field of valorisation of certificates of energy savings (CEE), and also at identifying deadlocks and needs related to the use and valorisation of CEEs. Types of use, and actions are addressed in terms of applications for community heritage, individuals, companies, applied programs, and funding. Whereas CEEs are the main funding tool for energy management by communities, a second document presents different possible financial and practical arrangements, and the different procedures which can be applied for works on heritage, for valorisation operations, or for the organisation (to make a request, to establish a contract, to use a territorial arrangement, and so on). A third document is an update of previous publications which takes changes introduced by the law on energy transition into account. These issues (context and fundamentals, file appliance, groupings, operating mode to valorise CEEs, to sell CEEs, CEEs and markets, ADEME supports and heat networks, CEE on actions outside heritage, CEE and struggle against energy poverty) are addressed through questions and answers.
