Description

A summarizing survey is given on the licensing and supervising procedure under the Atomic Energy Act of the FRG, especially in Bavaria. Mainly, the procedural measures are presented by which the fulfillment of the safety requirements is guaranteed during construction and operation of nuclear power plants with LWRs: Legal foundations, regulations, guidelines, licensing procedure, federal supervision (Federal Minister of the Interior, Reactor Safety Commission, Commission on Radiological Protection), work of the experts, control by the licensing authority, granting of partial licenses, supervision. Abstract (German)

Es wird ein zusammenfassender Ueberblick gegeben ueber das atomrechtliche Genehmigungsaufsichtsverfahren in der BRD, insbesondere in Bayern. Hauptsaechlich werden die verfahrensmaessigen Massnahmen dargelegt, durch die gewaehrleistet ist, dass bei der Errichtung und dem Betrieb von KKW mit LWR die sicherheitstechnischen Anforderungen erfuellt werden: gesetzliche Grundlagen, Regeln, Richtlinien, atomrechtliches Genehmigungsverfahren, Bundesaufsicht (BMI, RSK, SSK), Sachverstaendigkeit, Pruefungen der Genehmigungsbehoerde, Erteilung von Teilgenehmigungen, Aufsicht.
