What are the costs and benefits of analysing operational data?

Description

Collection and analysis of operational data appears highly cost effective as a means of improving availability. Although theoretically it might be less cost effective as a means of improving safety, in practice, it could improve the quality of design and increase the realism of probabilistic risk assessments.
