These proceedings represent papers presented at the 9th American Physical Society topical conference on shock compression of condensed matter held at Seattle, Washington. The conference provided a forum for scientists and engineers working on the responses of condensed matter to dynamic high pressures and temperatures to exchange ideas and technical information. The topics covered include: equations of state, modeling and simulation of reactive and nonreactive materials, mechanical properties, explosives high-pressure experimental techniques, electrical, magnetic and optical studies, impact phenomena and hyper velocity studies etc. There were more than 350 technical presentations, with 308 of the presentations appearing as written contributions in this proceedings. Out of 308 papers, 104 have been abstracted for the Energy Science and Technology database
