Barriers to the adoption of renewable and energy-efficient technologies in the Vietnamese power sector

Description
This paper examines the major barriers to the deployment of geothermal, small hydro and advanced coal power generation technologies in Vietnam. It ranks their severity by applying the analytical hierarchy process to data from a survey of 37 domestic experts and stakeholders. Key barriers to a wider penetration of small hydro generation technologies are insufficient capital, a lack of domestic suppliers and unsatisfactory government policies. Barriers to geothermal power are related to information and awareness problems, a lack of R and D and industrial capability, a weak policy framework and the remoteness of geothermal sites. For advanced coal power technologies, the barriers are weak industrial capability, high cost and a lack of technical knowledge. The experts consulted in this study view changes in government actions as the key to overcoming the above-mentioned barriers. They recommend investing more in R and D activities, improving R and D capacity through joint-venture schemes and reforming investment policy/legislation for the electric power industry as the most appropriate solutions. Abstract (French)
Dans cette etude on examine pour le Vietnam les principales barrieres au deploiement des technologies de la geothermie, de la petite hydraulique et de l'electrogeneration avancee a partir du charbon. On les ordonne selon leur severite en appliquant la methode AHP (Analytical Hierarchy Process) aux donnees issues de l'etude de 37 experts et parties prenantes du pays. Les barrieres cles a une penetration etendue de la petite hydraulique sont l'insuffisance de capital, le manque d'offre domestique et des politiques gouvernementales insatisfaisantes. Les barrieres pour la geothermie relevent de problemes d'information et de prise de conscience, du manque de capacite industrielle et de R et D, de la faiblesse de la politique d'encadrement, et de l'eloignement des sites geothermiques. Pour les technologies avancees du charbon, les barrieres sont la faible capacite industrielle, le cout eleve et le manque de connaissance technique. Les experts consultes pour cette etude considerent que des changements dans les actions gouvernementales sont la cle pour surmonter les barrieres deja mentionnees. Ils recommandent d'investir davantage dans les activites de R et D, de renforcer la capacite de R et D via des schemas de joint-ventures et en reformant la politique/legislation de l'investissement dans l'industrie de la production d'electricite comme etant les solutions les plus appropriees.
