Sustainable purchasing as part of a local climate policy

An overview is given of possibilities for municipalities to buy products they need, taking into account their local climate policy: (1) use of energy in buildings by office equipment, lighting systems, use of energy efficient traffic control systems and public lighting; (2) reducing natural gas consumption by means of thermal insulation, energy efficient central heating installations; (purchase of 'green' electricity); and (4) compensation of CO2 emission by means of afforestation or buying emission credits through Joint Implementation, Clean Development Mechanism and/or the Emission Trading System.

Abstract (Dutch)

In opdracht van Milieudefensie gaat Ecofys in dit rapport na welke mogelijkheden Nederlandse gemeenten hebben om klimaatvriendelijk in te kopen en in welke mate dit kan bijdragen aan de oplossing van het broeikasprobleem. Gemeenten kunnen hieraan op verschillende manieren bijdragen. In het kader van deze studie zijn de volgende mogelijkheden op een rijtje gezet: (1) Energiebesparing elektriciteit: verbruik in eigen gebouwen (apparatuur/verlichting), bij verkeersregelinstallaties en bij openbare verlichting verminderen; (2) Energiebesparing gas: verbruik verminderen door isolatiemaatregelen, optimalisatie van regelingen (b.v. waterzijdig inregelen van cv-installaties) en vervanging van cv-installaties (meer efficiente); (3) Inkopen van groene elektriciteit; (4) Compensatie van de CO2 door de aanplant van bossen of de aankoop van credits (via de markt voor JI/CDM of ETS)
