Surface-bound electrons on liquid helium: a negative result

An experiment is described which was designed to measure both the lifetime and the mobility of image-potential---bound electrons on liquid helium. No evidence for bound states with a lifetime greater than a few microseconds was observed, in disagreement with the results of two different experiments recently presented by other authors.
