Description

This paper will provide an overview of how Russia has adopted and implemented the Convention on Nuclear Facilities Construction. Russia has indicated its support for the Amendment through statements such as the following: "Russia, as one of the countries involved in global nuclear development, encourages the IAEA's efforts towards comprehensive improvement of quality of the documents related to physical protection and supports the adopted Amendment". Russia has also emphasized its global involvement in the international nuclear market, as it "actively exports nuclear technologies to the global market and offers to its foreign partners a wide range of ready-made solutions in this area". Russia has undertaken a comprehensive approach toward implementing physical protection for nuclear facilities in Russia. Russia's long-time experience in implementing various types of nuclear projects has enabled it to pursue a comprehensive approach and prove its validity in arrangement and creation of the state legal regulation and supervision system in the nuclear industry, as well as reasonability of physical protection tasks being carried out by the specialized public authority. In implementing physical protection, the Russian methodology is characterized by using an interdisciplinary approach to implementation of nuclear facility physical protection tasks, including analysis and timely correction of statutory and other regulatory documents, introduction of state-of-the-art technological solutions in design, use of modern technologies in construction, as well as permanent and all-encompassing control during the entire nuclear facility life cycle.
