La Hague Center - Irradiated fuel reprocessing
Description
The La Hague Center is essentially an industrial establishment pertaining to the production division of the CEA. Its main activity is operation of UP 2, which reprocesses spent fuel from French power reactors of type G (metallic natural uranium / graphite / gas) to produce plutonium as a metal or oxide, for both civil and military purposes. Operation of the plant is at present determined by the development of the French nuclear power program as concerning type G reactors, but the existing plant will be completed by the addition, for service in 1975, of a new unit: the H.A.O. (High Activity Oxide). The new unit will be situated up-flow of UP 2, which will then be able to meet European and foreign requirements, with the added capability of reprocessing all types of fuel currently used in power reactors of the various types: graphite/gas, heavy water: light water, fast neutron (breeder). Various pilot units and research laboratories more or less directly connected with spent fuel processing are located at La Hague. Pilot AT 1 was put into service in 1969 to reprocess the cores of Rapsodie and for study of aqueous reprocessing methods, as applicable in industrial plant (to be provided) for the handling of ceramic fuels (UO2-PuO2) of very high activity and enrichment. The nominal capacity of the pilot is 1 kg of mixed oxides per day. Pilot Elan II B will be put into service at the end of 1970 within the scope of the 'Elan' program, which bears on the recovery and purification of fission products (strontium 90, Caesium 137, and Promethium 147), and the production of sealed radioactive sources, for irradiation purposes or to equip isotopic power generators. Finally, the establishment includes a solid radioactive waste packing and storage plant managed by the Infratome Company, for waste of all origins. Applied research is represented at the La Hague Center by two units. The oldest of these, installed in 1963, is the Marine Radioecology Laboratory which was transferred in 1968 to a new building specially equipped with facilities for the study of sea-water contamination effects, and with an irradiator for observation of the consequences of heavy doses on the biological development of species. The Electrolytic and Aqueous Corrosion Studies Department installed a building at La Hague in 1968 for research in non-radioactive media (pressurized hot water loops, sea-water loop), plus a number of hot cells for the study of corrosion by water of spent fuel elements. The building is at present being extended to accommodate research on high temperature gaseous conversion and corrosion by sodium, by 1971. The infrastructure of the Center having been calculated with a view to future development, it can still accommodate other branches of activity, and has in fact rendered service in a variety of fields to other organizations, National Defense in particular (decontamination of equipment, discharge of radioactive effluents). The general characteristics of the Center will of course permit the addition of nuclear facilities of various types, but it is in the field of reprocessing that the most promising developments are expected, starting with the putting into service of H.A.O. Completion of the 'Ric and Rac' project (Recovery of Isotopes for Commercialization and Recovery of Actinides for Commercialization) will also introduce the recovery of fission products (development of the 'Elan program'), and such transuranic elements as Neptunium, Americium, and Curium, accumulating in H.A.O. in quantities sufficient for profitable processing. Devised by the Chemistry and Radioisotopes Departments, the project includes the probable erection, in sections, of workshops specially designed for each isotope, and which will be put into construction as the market dictates. Abstract (French)
Le Centre de la Hague est essentiellement un etablissement industriel de la Direction des Productions du Commissariat a l'Energie Atomique. Son activite principale est l'exploitation de l'usine UP 2 qui traite les combustibles nucleaires irradies dans les reacteurs electrogenes d'EDF relevant de la filiere G (U. naturel metal, graphite, gaz) et qui produit du plutonium sous forme d'oxyde ou de metal pour les besoins civils et militaires. Le plan de charge de l'usine est donc lie actuellement au developpement du programme electronucleaire francais dans la filiere G. Mais les installations existantes seront completees par la mise en service en 1975, d'une nouvelle unite denommee H.A.O. (Haute Activite Oxyde). Cette unite sera realisee en amont d'UP 2, qui se placera alors a l'echelle des besoins europeens, voire mondiaux, grace a sa faculte d'adaptation au traitement de tous les types de combustibles en service dans les reacteurs de puissance des differentes filieres (graphite-gaz, eau lourde, eau ordinaire, surregenerateurs a neutrons rapides). Des unites pilotes et des laboratoires de recherches plus ou moins directement rattaches au retraitement des combustibles irradies se sont implantes a la Hague. L'atelier Pilote AT 1 a ete mis en service en 1969 pour retraiter les coeurs du reacteur rapide Rapsodie et etudier les procedes par voie aqueuse susceptibles d'etre utilises dans les installations industrielles qui recevront les combustibles ceramiques mixtes UO2-PuO2 de tres haute activite et fortement enrichis. Sa capacite nominale est de 1 kg d'oxydes mixtes/j. La mise en service, a la fin de l'annee 1970, de l'atelier Pilote Elan II B s'integre dans un programme general appele Elan qui porte sur la recuperation et la purification des produits de fission (Strontium 90, Cresium 137, Promethium 147) et sur la production de sources radioactives scellees destinees a des irradiations diverses ou a des generateurs isotopiques. Enfin, une installation de conditionnement et de stockage des dechets solides radioactifs de toutes provenances a ete construite dans l'enceinte du Centre et son exploitation confiee a la Societe lnfratome. La recherche appliquee est representee au Centre de la Hague par trois unites. La plus ancienne, implantee en 1963, est le Laboratoire de Radioecologie Marine, transfere en 1968 dans un batiment neuf dote de moyens importants pour l'etude des effets de la contamination de l'eau de mer et d'un irradiateur permettant d'observer les consequences de fortes doses sur le developpement biologique des especes. Le Service d'Etudes de la Corrosion Aqueuse et Electrolytique a fait realiser, en 1968, un hall dans lequel sont effectuees des recherches en milieu inactif (boucles a eau chaude sous pression, boucle a eau de mer) ainsi que des cellules pour etudier la corrosion par l'eau des elements combustibles irradies. Une extension de ce hall est en cours pour abriter en 1971, les recherches sur la corrosion gazeuse a haute temperature et sur la corrosion par le sodium. De par son infrastructure, calculee des l'origine en fonction des developpements futurs, le Centre peut accueillir d'autres activites et il a deja fourni des prestations dans les domaines les plus divers, notamment pour la Defense Nationale (decontamination de materiels, rejets d'effluents radioactifs). Les caracteristiques generales du Centre permettraient l'implantation d'autres installations nucleaires. Mais, c'est dans le domaine du retraitement des combustibles que les developpements les plus prometteurs sont attendus avec l'atelier H.A.O. Enfin, la realisation du projet 'Ric et Rac' (recuperation d'isotopes Commercialisables et Recuperation d'Actinides Commercialisables) debouchera sur la recuperation des produits de fission (developpement du programme Elan) et de transuraniens tels que le Neptunium, l'Americium, le Curium, accumules dans l'atelier H.A.O., en quantites telles que leur valorisation sera une source interessante de revenus. Ce projet, etudie par les Departements de Chimie et des Radioelements, prevoit la possibilite de realiser l'installation, par tranches, d'ateliers specialises par isotope et dont la construction sera decidee en fonction du marcheFiles
