Site selection for new hazardous waste management facilities

This guide outlines essential planning considerations and model siting processes for hazardous waste facilities of all types, for the use of governments, industry, environmental and public interest groups and the general public, including critics of and parties to negotiation on site selection. It applies to the WHO European Region as a whole, and hence to variety of physical environments, cultures, governments and economic situations. The principal recommendation is for each country to create a process (if it does not already have one) to plan and develop the necessary facilities. The other recommendations, which support the central charge are options, guides and aids. While this guide has its roots in industrial societies, many of its points will also apply to developing countries. Where technical resources are in short supply, emphasis should be placed on the existence of basic units and the quality of their operation, with more advanced technology phased in as the economy and human resources permit. After explaining the theories of the siting process, the publication also draws on practical examples of how the recommended processes have been used successfully to select sites for new facilities
