An estimate on the economic impact of long-term suspension of nuclear power plants

At the start of the Nuclear Regulation Authority in 2012 and the following revision of nuclear regulatory standards, the Nuclear Regulation Authority showed the following policy; 'Business entity must undergo a new regulatory conformity assessment, and the plant that has passed it can be restarted.'As a result, in fact, all nuclear power plants became able to restart only after applying for the new regulatory conformity assessment and receiving the approval about compliance, resulting in the situation of long-term suspension. As of June 2018, only nine plants have been restarted with approval under the new regulatory standards. Until FY2017 after the Fukushima accident, an increase in power generation costs due to additional fossil fuel procurement costs caused by the suspension of nuclear power plants amounted to 9.8 trillion yen.This paper estimated the economic impact of this long-term suspension (hereinafter 'moratorium') based on the concept of opportunity cost. The moratorium period was assumed to be 10 years at the maximum including the future suspension period, and the fossil fuel acquisition cost for the period corresponding to the moratorium for existing 35 reactors under suspension was estimated. When calculating the power cost reduction when operating nuclear plants, which is the difference between the above fossil fuel cost and the nuclear power generation cost, fuel cost alone will be 4.7 trillion yen (2.9 to 6.2 trillion yen in consideration of the uncertainty of fossil fuel price), and if carbon emission price is added to this, it will reach 11.0 trillion yen (9.3 to 12.6 trillion yen).When turning the eyes to the world, the moves that aim to extend the operation until 80 years like in the U.S. are by no means exceptional. If allowing operation until 80 years, its economic effect exceeds the above simple total value of 20 trillion yen, which suggests the magnitude of the impact of nuclear power plant operation. (A.O.)

2012年の原子力規制委員会発足、及びそれに伴う原子力規制基準の改訂にあたり、原子力規制委員会は、「事業者は、新規制基準適合審査を受けなくてはならない。それに合格したプラントは再稼動することができる」との方針を示した。これにより、事実上、全ての原子力発電所は新規制基準適合性審査を申請し適合性を認可されたのちにしか再稼働できない状況となり、結果的に長期停止状況に入った。2018年6月現在、新規制基準のもとで認可を得て再稼働したプラントは9基にとどまっている。福島事故後2017年度までの間に、原子力発電所の停止によって発生した追加的化石燃料調達費用等による発電費用増加分は累計で9.8兆円にも及ぶ。本稿では、この長期停止(以下「モラトリアム」)につき、その経済的な影響について機会費用の概念に基づき試算した。モラトリアム期間は今後の停止期間も含め最長で10年と仮定し、現在残る既設炉35基についてモラトリアムに相当する期間にかかる化石燃料取得費用を試算し、それと原子力発電費との差分となる電力費用削減分を算出すると、燃料費のみでも4.7兆円(化石燃料価格の不確実性を考慮すると2.9~6.2兆円)、これに炭素価格分を加算すると11.0兆円(同9.3~12.6兆円)となった。世界に眼を転じると、米国のように80年までの稼働延長を目指す動きも決して例外的ではない。仮に80年までの運転を認めた場合には、その経済効果は上記の単純合計値20兆円を超えると見ることもでき、原子力発電所の稼働の影響の大きさが伺える。(著者)Additional details
