Decrease expected in the number of locations exceeding the air quality limit values In the Netherlands, the number of locations were the European limit values for particulate matter and nitrogen dioxide will be exceeded is expected to decrease by 70-90%, in the period up to 2011, respectively 2015. The limit value for particulate matter from 2011 onwards, and for nitrogen dioxide from 2015 onwards, is expected to be exceeded at a small number of locations in the Netherlands, based on standing and proposed Dutch and European policies. These locations are situated mainly in the Randstad, Netherlands, in the vicinity of motorway around the large cities and in the busiest streets in large cities. Whether the limit values will actually be exceeded depends also on local policies and meteorological fluctuations. This estimate is based on large-scale concentration maps (called GCN maps) of air quality components and on additional local contributions. The concentration maps provide the best possible estimate of large-scale air quality. The degree of uncertainty about the local concentrations of particulate matter and nitrogen dioxide is estimated to be approximately 20%. This report presents the methods used to produce the GCN maps and the included emissions. It also shows the differences with respect to the maps of 2007. These maps are used by local, provincial and other authorities. MNP emphasises to keep the uncertainties in the concentrations in mind when using these maps for planning, or when comparing concentrations with limit values. This also applies to the selecting of local measures to improve the air quality. The concentration maps are available online, at http://www.mnp.nl/gcn.html

De inschatting van de overschrijding van de grenswaarden is gebaseerd op nieuwe grootschalige concentratiekaarten - ook wel GCN-kaarten genoemd - van luchtverontreinigende stoffen en additionele lokale bijdragen van verkeer in straten en op snelwegen. De GCN-kaarten geven de beste middenschatting van de grootschalige luchtkwaliteit in Nederland. De onzekerheid in de berekende, lokale stikstofdioxide- en fijnstofconcentraties bedraagt ongeveer 20%. In aanvulling op het nationale en Europese beleid worden ook lokale maatregelen getroffen in het kader van het Nationaal Samenwerkingsprogramma Luchtkwaliteit. Of grenswaarden daadwerkelijk zullen worden overschreden hangt daarom ook af van lokale maatregelen en ook van onvermijdelijke meteorologische fluctuaties. Het MNP levert jaarlijks kaarten met grootschalige concentraties voor Nederland van diverse luchtverontreinigende stoffen waarvoor Europese luchtkwaliteitsnormen bestaan. Deze kaarten geven een grootschalig beeld van de luchtkwaliteit in Nederland zowel voor jaren in het verleden als in de toekomst. Gemeenten, provincies en andere organisaties gebruiken deze kaarten voor het toetsen van nieuwe plannen voor de ruimtelijkeordening aan de Nederlandse wet- en regelgeving voor luchtkwaliteit. Ze dienen ook voor het formuleren van aanvullend beleid op lokaal niveau. De grote onzekerheidsmarges van modeluitkomsten van lokale luchtkwaliteit op straatniveau verhouden zich slecht tot het absolute gebruik van de uitkomsten bij het nemen van beslissingen over het al dan niet doorgaan van nieuwe projecten voor de ruimtelijke ordening en aanvullende lokale maatregelen. Het MNP wijst er uitdrukkelijk op dat de onzekerheden in de concentraties niet uit het oog moeten worden verloren wanneer deze kaarten worden gebruikt voor: (1) planvorming; (2) bij de beoordeling of is voldaan aan de grenswaarden; (3) voor het treffen van maatregelen ter verbetering van de luchtkwaliteit. De GCN-kaarten zijn gebaseerd op vaststaande en voorgenomen maatregelen. Vaststaande maatregelen zijn maatregelen waarover het kabinet al heeft besloten. Voorgenomen maatregelen daarentegen zijn maatregelen die het kabinet van plan is te nemen, maar waarover nog geen beslissing is genomen. Zo wordt rekening gehouden met kilometerbeprijzing als voorgenomen maatregel. Daarbij is echter uitgegaan van werkgetallen, omdat over de voorwaarden voor invoering (waaronder de tariefstelling) nog geen kabinetsbesluit is genomen.
