Development of improved photographic surveillance systems for safeguards

Description

According to the agreement of safeguard measures based on the nuclear non-proliferation treaty, the objective of executing safeguard measures is to detect that a significant quantity of nuclear substance is converted from peaceful atomic energy activity to nuclear weapons and other nuclear explosion devices. As the means of attaining this objective, the fundamental is the quantitative management of nuclear substances, and as the supplement means, containment and watch are used. In the Power Reactor and Nuclear Fuel Development Corp., as a part of the technical development of safeguard measures, the development of a watching-over camera with high reliability and high performance, which has been strongly demanded by the International Atomic Energy Agency, was carried out, therefore it is reported in this paper. The development was carried out in two steps. In the first step, the prototype model placing emphasis on its function was made, and in the second step, the practical final model was made on the basis of the experience of development of the prototype and its demonstration test. It was decided to lease this camera to IAEA for trial. The main features and the points of improvement as compared with conventional surveillance cameras and the results of evaluation test are reported. (Kako, I.)

核不拡散条約に基づく保障措置協定によれば、保障措置実施の目的は、有意量の核物質が平和的な原子力活動から核兵器その他の核爆発装置に転用されることを探知することにある。この目的を達成する手段として基本をなすのが核物質の計量管理であり、これを補完する手段として封じ込めおよび監視が用いられている。今回、動燃事業団において、保障措置技術開発の一環として、国際原子力機関が強く要望している高信頼度、高性能の監視カメラの開発を行なったので紹介する。 (著者)
