How energy and climate are addressed in SCoTs

A SCoT (schema de coherence territoriale) is a local planning document. This note reports a study performed by analysing the content of seven SCoTs in order to see how stakes of energy management, of development of renewable energies and of struggle against climate change are addressed in these documents, how territorial energy and greenhouse gas emission diagnosis tools are used, if the context of shortage and higher cost of fossil energies has an influence on the local development strategy, and to which extent these documents can be a tool in the struggle against climate change. As energy stakes have been recently taken into account (emerging motivations, lack of information, but well identified stakes), it appears that territorial strategies are still not much modified (variety of importance given to energy and climate, weakness of prospective thoughts), that the influence of these themes is actual but relatively weak on SCoT guidelines (important action in the field of mobility management, recommendations on urban morphology and housing, common objective of development or renewable energies, indirect effect on the preservation of wooded areas, effects which are often identified but not assessed). A currently being developed follow-up and implementation tool is finally presented
