Description

Two memorandums in reply are addressed by a group of associations to the French State Council about an opinion and a decision issued by the ASN regarding the anomaly noticed for the composition of the steel used for the fabrication of the Flamanville EPR reactor vessel and cover. The first memorandum is a reply to an answer given by the ASN to a first memorandum which deposited a recourse for abuse of power against an opinion issued by the ASN. This memorandum is based on a series of statements, decisions and publications by different involved actors. It notably highlights that the opinion issued by the ASN is in some respects illegal. The second memorandum is an answer to a memorandum of defence produced by the ASN. It notably addresses the admissibility of the application and the illegal aspects of the opinion
