Description

This paper describes general safeguards research being undertaken by the United States Nuclear Regulatory Commission. Efforts to improve the ability of United States licensed plants to contend with the perceived threat of covert material theft are emphasized. The framework for this improvement is to break down the internal control and accounting system into subsystems to achieve material isolation, inventory control, inventory characterization, and inventory containment analysis. A general programme is outlined to develop and evaluate appropriate mechanisms, integrate selected mechanisms into subsystems, and evaluate the subsystems in the context of policy requirements.
