Fortum Experiences of Independent Nuclear Safety Oversight
Description
In 2010 Fortum management took a decision to establish an independent Nuclear Safety Oversight (NSO) organization at Fortum although Fortum has a strong nuclear safety competence well established in the line organization. A new actor in the Fortum nuclear safety framework caused well understandable some confusion in the organization. In the beginning of establishing the new organization were management expectations not fully defined and communicated in the organization. The NSO organization started to work by creating its own agenda, having a more or less 'observing and reporting' role, and working without a clear long term agenda and management expectations. Because management expectations were not always clear to the organization during the first two years, did the deliverables not always meet management expectations, and the line organization had sometimes difficulties to identify the added value of NSO for safety and reliable production.
