Reactor safety Research in Europe
Description
Since the 1992 Maastricht Treaty, environmental policy and consumer protection have been European responsibilities. Accordingly, European safety requirements exist in many areas except the safety of nuclear installations, which is in the exclusive competency of the member states. The reason for this exception is the Euratom Treaty which constitutes the legal basis for Community action in the field of nuclear energy. It was drafted in 1957, and it is not going to be amended within the framework of the Treaty Establishing a Constitution for Europe because of the wide divergence of opinions in the field. The contents of the Euratom Treaty are discussed. Attention is drawn to the importance of research as a major component of European nuclear policy, and an overview is given of the areas and the projects covered in European nuclear research. (orig.)
Abstract (German)
Seit dem Maastricher Vertrag aus dem Jahre 1992 fallen die Umweltpolitik und der Verbraucherschutz unter die europaeische Verantwortung. Europaeische Sicherheitsanforderungen gibt es dementsprechend fuer viele Bereiche, nicht jedoch fuer die Sicherheit von kerntechnischen Anlagen, die ausschliesslich den Mitgliedsstaaten obliegt. Grund ist der Euratom-Vertrag, der die Rechtsgrundlage der Gemeinschaft auf dem Gebiet der Atomenergie ist. Er stammt aus dem Jahre 1957 und wird aufgrund der weit auseinander gehenden Meinungen im Rahmen des Europaeischen Verfassungsvertrags nicht veraendert. Die Inhalte des Euratom-Vertrages werden diskutiert. Auf die Bedeutung der Forschung als wichtiger Bestandteil der europaeischen Nuklearpolitik wird verwiesen und die Bereiche und Vorhaben europaeischer Nuklearforschung werden vorgestellt.
