For ensuring safety, there are a management processrs beginning with risk management, and QMC of ISO9001 is used for this purpose. Compared with the stereotyped QMS, the safety culture advocated by the IAEA involves the subjective factors of persons concerned, such as the human mind and consciousness, as well as the ideal way of regulatory administration. Regulatory administration is important in determining the framework for practical affairs to ensure safety and forming the basis for safety. However, the regulatory administration in Japan had been carried out without knowing the rule of how it should be. This paper presents the hypothesis of rules and analyzes what happened before the Fukushima nuclear accident. The affairs such as straying QMS regulations teach us the factors that undermine the foundation of safety. This is a blank area that is not noticed by the general public. At the time just before the Fukushima accident, regulators recognized the problems of the legal system and turned their eyes to the realm of the law, but the reality seems to have already exceeded those speculations.
