MER evaluation. Don't ask, don't tell? Explanations and solutions

Description

Too often it is said that rules are implemented poorly in the Netherlands. In the case of the Environmental Impact Assessment (MER) this is true for the Dutch government itself. The Dutch Environmental Management Act states that evaluation is part of this instrument. However, various studies show that this is hardly done or not at all. The authors have looked for explanations and solutions.

Maar al te vaak wordt gesteld dat in Nederland regels slecht worden uitgevoerd. Ten aanzien van de MER (Milieu-Effect Rapportage) geldt dit in ieder geval ook voor de overheid zelf. In de Wet milieubeheer staat dat evaluatie een onderdeel van dit instrument is. Uit verschillende onderzoeken blijkt echter dat dit niet of nauwelijks wordt gedaan. De auteurs hebben gezocht naar verklaringen en oplossingen.
