Generation of licensee-controlled specifications
Description
The US Nuclear Regulatory Commission (NRC) and the nuclear industry have worked jointly towards redeveloping plant standard technical specifications (STS) through inception of the Technical Specification Improvement Project. Through application of objective screening criteria coupled with an NRC generic letter authorized to remove requirements from STS, former STS requirements would be relocated to programs controlled by the licensee. This paper discusses the orderly and accountable transfer of these requirements, and the promulgation of additional desired licensee requirements to the new licensee-controlled specifications
