Description
By this report the first concept for safeguarding of the flow of nuclear material and the inventory of nuclear material in a uranium enrichment plant working according to the separation nozzle process, is introduced. The first concept presented forms the final stage of a project definiton phase in which the specific requirements, questions and problems resulting from the necessity of safeguarding of nuclear material, have been worked out. First calculations on the basis of the concept developed, have shown under simplifying assumptions, that the range of deviation for the establishment of the inventory of nuclear material is too high related to the limit value which is at present given by the safeguards authorities. This control of nuclear material, however, can be precised by measures which will be worked out in a second work phase in a concentrated form. (orig.)

Mit dieser Arbeit wird ein erstes Konzept zur Ueberwachung des Spaltstoffflusses und des Kernmaterialinventars einer Urananreicherungsanlage nach dem Trennduesenverfahren vorgestellt. Das vorliegende erste Konzept bildet den Abschluss einer Projektdefinitionsphase, in der die spezifischen Anforderungen, Fragestellungen und Probleme, die sich aus der Notwendigkeit der Kernmaterialueberwachung durch die Behoerde ergeben, erarbeitet wurden. Erste Rechnungen auf der Basis des entwickelten Konzepts haben unter vereinfachenden Annahmen gezeigt, dass die Schwankungsbreite delta fuer die Erfassung des Kernmaterialinventars gemessen an den Grenzwerten, die zur Zeit von der Ueberwachungsbehoerde angegeben werden, zu hoch ist. Diese Kernmaterialkontrolle ist jedoch praezisierbar durch eine Reihe von Massnahmen, die schwerpunktmaessig in einer zweiten Bearbeitungsphase behandelt werden. (orig.)
