Increasing investments in energy renovation of housings of the private stock. How to accelerate housing energy renovation

After having outlined the necessary effort to be made to reach CO₂ reduction objectives for France, and that the most profitable thermal renovations would be first targeted, a first document proposes an arrangement which overcomes present obstacles to the energy renovation of housings: selected operators would undertake and finance renovation operations, and then would get their money back by sharing energy bill savings with concerned households. A public guarantee would also be set. Some typical cases are analysed. The profitability for the operator is discussed. The virtuous character of this arrangement is outlined. Some typical examples of energy renovation are presented in appendix. A second publication proposes a similar but somehow shorter presentation of the same arrangement, and a third one proposes drawings which illustrate the problems faced by energy renovation projects, and the arrangement.
