Modeling Land Use

Description

Agriculture is confronted to the following question: under what circumstances will humanity be able to feed its future population? The recent answers brought to this question - increase of surfaces and above all intensification of production - are showing their limits. And indeed, there is only a small margin left for the increase of both parameters. What is more, the environmental impacts produced threaten the system's sustainability. Among the environmental challenges that have to be faced, adaptation to climate changes originates major uncertainties. The setting up of a tool for economic prospective including agronomic and technical constraints thus appears to be necessary. None of the existing models which are presented briefly in this report takes into account simultaneously economic processes, production mechanisms and environmental feedbacks. We present in this report the questions raised by the representation of supply in Nexus-Land- Use, a partial equilibrium model which was designed to tackle these aspects. The rarity and the price of the available data are the main constraints to the development of such a model. Moreover, the question of the potential evolution of yields remains a major difficulty. Finally, taking into account the production process requires dealing with the question of the representation of technical itineraries, as well as that of spatial representation. The complex question of water is in this respect particularly important. Besides, an example of a technico-economic representation is presented for the case of ruminant livestock breeding, for which a simplified production function is proposed. And finally, a simplified version of the model Nexus Land-Use for Europe-15 stresses the importance of the questions just mentioned. (authors)

Abstract (French)

L'agriculture est confrontee a la question suivante: sous quelles conditions sera-t-on capable de nourrir la population future? Les reponses recentes - augmentation des surfaces et surtout intensification - commencent a montrer leurs limites. En effet, il ne reste que peu de marge d'augmentation de ces parametres. En outre, les impacts environnementaux engendres menacent deja la durabilite du systeme. Parmi les defis environnementaux que l'agriculture doit relever, l'adaptation aux changements climatiques est a l'origine d'incertitudes majeures. La mise au point d'un outil de prospective economique qui integre les contraintes agronomiques et techniques apparait donc necessaire. Aucun des modeles existants, presentes ici dans une breve revue, ne prend en compte simultanement les processus economiques, les mecanismes de production et les retroactions environnementales. Nous presentons ici les questions soulevees par la representation de l'offre dans Nexus landuse, modele d'equilibre partiel, qui a ete developpe pour traite ces points. La rarete et le prix des donnees disponibles sont les principales contraintes au developpement d'un tel modele. En outre, la question de l'evolution potentielle des rendements demeure un point d'achoppement determinant. Enfin, la prise en compte du processus de production necessite de se poser la question de la representation des itineraires techniques, ainsi que celle de la representation spatiale. Dans ce contexte, la question complexe de l'eau est particulierement importante., Par ailleurs, un exemple de representation technico-economique est presente pour le cas de l'elevage des ruminants pour lequel une fonction de production simplifiee est proposee. Enfin, une version simplifiee du modele Nexus land-use, pour l'Europe des 15, montre l'importance de ces questions. (auteurs)
