Development of the electricity market in the EU considering measures proposed by the Winter Package

In the Winter Package, in its part which is related to the electricity market, the European Commission proposed changes of and additions to the three existing acts - Directive 2009/72/EC on the internal electricity market, Regulation EC 714/2009 on the internal electricity market (cross-border transmission) and Regulation EC 713/2009 on the establishment of ACER, and proposed adoption of one new act - Regulation on risk preparedness in the electricity sector (replacement of Directive 2005/89/EC on the security of electricity supply). The proposals are far-reaching ones and focused on upgrade of the wholesale and retail markets in line with principles of the EU internal electricity market which are inherited from the Third Energy Package. In this text, attention is paid to the analysis of noted proposals and the criticism which has appeared by now. After the introduction, wherein the to-date-development of the EU acquits communautaire is considered, the fundamental determinants of the proposals are singled out regarding the electricity market firstly. Thereafter, the general overview of the proposals is given from the viewpoints of the wholesale and retail markets. Next, the critical reviews of the proposals are described as expressed so far by CEER (ACER), ENTSO-E, EFET and Eurelectric. Finally, the text ends up with the presentation of conclusions.(author).
