High risk of environmental crisis areas: Problems and prospects

High risk of environmental crisis areas are an interesting instrument adopted by the italian Ministry of the Environment for environmental planning. The problem of this instrument is to be found in the different approaches and methods of analysis that the Ministry has used to get to its conclusions. The doubts cam be summed up in this way: are the criteria used to identify these areas certain and reliable? If other parameters were introduced in the model of evaluation, would other areas be identified? On the other hand these areas could be the best place to test emissions trading strategies
