Energy saving certificates: it is done

After Great Britain and Italy, it is the turn of France to implement, since January 1, 2006, an energy saving policy based on the production and trade of certificates. The energy suppliers have now to demonstrate, using these certificates, that their customers have performed energy saving. This short paper describes the operation of this incentive mechanism which focusses on diffuse saving sources. (J.S.)
