Status of the Project on Research Center for Nuclear Science and Technology and Proposing main research and application directions of the New Research Reactor

The report presents the main features of the Center for Nuclear Science and Technology project with the main facility is a new Research Reactor (RR) of 10 MWt. The project has implemented on the basis of the Inter-Governmental Agreement between Vietnam and Russian Federation on the construction of the Center for Nuclear Science and Technology (CNST) in the territory of Vietnam, signed on November 21, 2011. According to the provisions of the current Laws of Vietnam, the project is a public investment project, so it must go through the following phases:Pre-feasibility study (Pre-FS) phase consists of: Screening and comparing potential sites to propose 3 candidate sites; Preliminary survey and evaluation of candidate sites to propose the most suitable one for the Feasibility study phase; Conceptual design of the project including the new RR; Prepare a Preliminary Environmental Impact Assessment (Pre-EIA) Report; and Prepare a Pre-Feasibility Study Report (Pre-FS) and submit it to the competent authorities for consideration. Based on those documents, the Prime Minister has approved the Investment Policy of the CNST Project by a Decision No. 75/QĐ-TTg dated November 19, 2018. Feasibility study (FS) phase consists of: Technical survey and evaluation of the site approved in the Investment Policy; Development of a Feasibility Study Report (FS Report), including basic design and Preliminary safety analysis report; Development of an EIA report; and preparing a Dossier for site approval for project construction. This phase is expected to be implemented in the period of 2022-2024. EPC implementation phase consist of: Technical design; Construction drawing design; Construction permit approval; and Procurement and construction implementation. Some of the main results of the Pre-FS phase as a basis for developing the Requirements Profile for the FS implementation will be presented in this report. (author)
