An overview on the current state of waste disposal

The principles of precautionary provisions for the waste disposal of nuclear power plants (19th March 1980) still hold good and determine the details of the verification of waste disposal to be effected in nuclear power plants. Thus, they ensure the federation-wide execution of sect. 9(1) of the Atomic Energy Act with in the framework of the discretion exercised in licencing (sect. 7 AtG). The second part of the paper presents the current state of nuclear waste disposal pointing to the fact that waste disposal in the FRG in terms of quantity, use, treatment, handling and removal of radioactive residues or wastes has been placed on a sound base. However, its further development needs to be urged outwards in a single-minded way. The creation of the Single European Market in the near future will pose a number of questions for the radioactive-waste disposal structure of the European Communities. (orig./HSCH)
Abstract (German)
Die nach wie vor gueltigen Grundsaetze zur Entsorgungsvorsorge fuer Kernkraftwerke vom 19. Maerz 1980 legen fest, wie im einzelnen der Nachweis der Entsorgung fuer ein Kernkraftwerk zu fuehren ist. Sie stellen damit den bundeseinheitlichen Vollzug des Paragraphen 9 a Abs. 1 AtG im Rahmen der Ermessensausuebung bei der Erteilung von Genehmigungen Paragraph 7 AtG sicher. Im zweiten Teil wird der Stand der Entsorgung dargestellt, insbesondere durch Ausfuehrungen zu Anfall, Mengen, Verwertung, Behandlung und Beseitigung radioaktiver Reststoffe bzw. radioaktiver Abfaelle. Es wird belegt, dass die Entsorgung in der Bundesrepublik Deutschland auf einem soliden Fundament steht. Allerdings muss die weitere Entwicklung entschlossen vorangetrieben werden. In naechster Zeit sind vor allem die sich aus der Schaffung des Europaeischen Binnenmarkts ergebenden Fragen fuer die Entsorgungsstruktur in der Europaeischen Gemeinschaft von Bedeutung.
