After the text of the decree which mainly introduces modifications in different codes, this document proposes the opinion of the ASN on this decree. This opinion considers, quotes and comments all the decree articles. Thus the following issues are addressed: the right to information and transparency in the nuclear field, the local commissions of information (creation and territorial experience, composition, operation, local commissions with a status of association, national federation of local commissions of information), the High Committee for transparency and information on nuclear safety, the nuclear safety and base nuclear installations (general arrangements related to nuclear safety, the ASN and IRSN with their composition, operation and missions), the base nuclear installations (nomenclature, general arrangements, use of subcontractors, creation, ASN prescriptions, modifications of the authorisation decree for an installation, periodic re-examinations, definitive stoppage and decommissioning, public servitudes, applicable arrangements in case of severe risks, installations located at the vicinity, peculiar categories of installations), financial arrangements related to base nuclear installations, the transport of radioactive substances and pressurized nuclear equipment, controls and sanctions, civil responsibility in the field of nuclear energy.
