The European Community and the Russian energy potentialities
Description
An analysis of situation of the energy systems of the ex-USSR is made. The main reasons for the crisis are outlined: lack of technical progress, dramatic absence of maintenance, low energy efficiency and rather non rational energy development. In addition, the collapse of Eastern block destroyed the economical links between particular countries. The situation is very bad also in environmental protection, safety and reliability of power stations. The fate of RBMK type reactors is discussed. The following measures for improvement are proposed: international cooperation with western electric companies; modernization and reconstruction of existing power plants; construction of new plants; creation of European system for exchange of experience and mutual aid. Some examples of what has been done in this direction till now and what is forthcoming are given. (I.P.)
