France's ten-year network development plan?2024 - Public consultation

Description

The ten-year network development plan (SDDR) is a national program. Its aim is to ensure that the public electricity transmission network is adapted to the energy policy objectives set by the State, and that its development does not hinder the achievement of these objectives. The network is at the heart of this transformation. The new edition of the SDDR must draw the consequences of the new energy policy orientations, and propose a network strategy that is sequenced over time, costed in economic terms and assessed in environmental terms. The public consultation consists of three documents: Document A summarizes the main issues and initial technical analyses. It presents the issues, particularly in terms of industrial control, which need to be examined in greater depth to be able to propose a credible network strategy. Document B deals with the studies carried out in the SDDR. In particular, it calls for debate on the proposed locations for network studies, the technical solutions studied and the scope of technical, economic and environmental analyses. The responses to Document B will be used by RTE to consolidate the technical, economic and environmental studies, identify territorial dynamics and be able to prioritize network development needs according to the different configurations studied. Document C covers issues of an industrial nature (prioritizing investments, securing supplies, developing skills) and operational implementation (regional planning, contractual framework, network sizing). This is a new feature of this public consultation. It is justified by the context of strong growth in investment in all components of the power system (consumption - flexibilities - generation - networks). The responses to document C will be used by RTE to refine the trajectories derived from the technical-economic studies and to build the so-called industrial trajectory.
