Recent notable progresses on nuclear non-proliferation about uranium enrichment and spent fuel treatment

Description

In spite of Fukushima Nuclear Power Plant Accident the growing needs for nuclear energy utilization which includes fuel fabrication, spent fuel treatment, and uranium enrichment in developing countries and many newcomer countries are remarkable, while some anxiety exists for nuclear proliferation of sensitive technologies such as uranium enrichment and nuclear reprocessing. The control or disposal of the accumulated spent fuels by individual country remains not only the problem for safety but also the risk of nuclear proliferation. International Nuclear Fuel Cycle Framework involving multi-national control of fuel cycle facilities, reliable fresh fuel supply, spent fuel management and peaceful proliferation was proposed previously to find solution concerning compatibility between the peaceful use of nuclear energy and nuclear non-proliferation. This paper focuses on current topics and challenges to this compatibility and explores future possible solutions. (S. Ohno)

Abstract (Japanese)

福島第一原子力発電所の事故により原子力発電利用の国際動向には不透明さが見受けられるものの,今後,安全性強化により,これまでの原子力利用政策を維持しようとする国,そして新たに原子力発電を導入しようとする国は,依然多数に上るものと思われる。このような中,平和利用における核不拡散への取り組みとして,ウラン濃縮,再処理といった機微技術の拡散を防止するために様々な取組みが行われてきた。これらには,濃縮ウラン燃料の供給を保証するなど受領国側のニーズを満たすことにより,機微技術の取得のインセンティブを減らすようなアプローチ,供給国側から供給に際し不拡散の条件付けを行うというアプローチがある。本稿では,両者のアプローチに関する,最近の注目すべき動きについて解説するとともに,今後期待される展開について考察する。なお,福島原発事故で顕在化した使用済燃料貯蔵の問題に関する国際的な対応について併せて議論する。(日本)
