Comparative study of SNI IEC 62244:2016 against IEC 62244:2019 about radiation monitor portal for detection nuclear and radioactive materials

Description

Indonesia has a strategic location in international trade so that a security system for the entry and exit of goods is needed, especially regarding the security of nuclear materials. The unauthorized movement of nuclear and radioactive materials is a very important problem. Radioactive sources beyond the control of regulators can cause serious radiation exposure and widespread contamination. The need for a nuclear safety system in Indonesia has been initiated with the Development of a Radiation Monitoring System for Safety and Security (RMSSS) program. One of the outputs from the RMSSS program is the prototype design, standardization and certification of the Radiation Portal Monitor (RPM), referring to SNI IEC 62244:2016. RPM is a radiation detection device that is designed to check radiation sources carried by people or vehicles which are usually installed at various regional border points, such as at ports, airports, or other required locations, such as exits for nuclear, industrial and health facilities. SNI IEC 62244:2016 is applied to monitor designs installed to detect special nuclear materials and other radioactive materials that emit neutron radiation and/or gamma radiation. Along with technological developments, the international standard IEC 62244:2019 has been published, which changes and adds several requirements from SNI IEC 62244:2016. Therefore it is necessary to carry out a comparative study of the two standards. Comparative studies were carried out using non-interactive qualitative methods with a concept analysis approach. The results of this comparative study are in the form of important points of change which will become input for revising SNI IEC 62244:2016. There are several significant changes from IEC 62244:2019 including the addition of functionality tests to all environmental, electromagnetic and mechanical tests as well as requirements for the coefficient of variation for each reading of the nominal average value. From these changes, it can be used as input to produce a standard that is capable of being applied, keeping up with the latest developments which is a reference in the design, testing and certification of RPM production in Indonesia.
