A problem on radiation of uniformly and straight-line moving charges and other sources without natural frequency at the velocity, v <> csub(ph), where csub(ph) is the phase velocity of waves in a medium is considered. In particular, transition radiation occurring during motion of the source in the inhomogeneous and (or) nonstationary medium or near it is analyzed. Its simplest form takes place at charge crossing the interface of two media. The so-called transition scattering occurs at permittivity wave falling onto the stationary charge. This effect is tightly connected with the transition bremsstrahlung all these transition processes are essential for plasma physics, but they have analogus outside the limits of electrodynamics. The corresponding set of problems is outlined in the paper as far as possible in a wide range of general physics
