Description
A set of equations which described the classical transport processes in a transient layer, restricting plasma in a magnetoelectrostatic trap, is derived. The particle and energy fluxes going out of a plasma across a magnetic field are calculated. Ion temperature can not exceed some critical value (Tsub(i) < < 1.34 Te); approaching this temperature the electron flux diverges logarithmically. In this case the considerable part of energy, emitting in a transient layer, goes to a plasma and causes the intensive electron heat-up. Besides, it is shown that effectiveness of natural mechanisms of ion heat-up is low and the additional heating methods are required
