Safety assessment management in the RA-10 Project

The safety assessments are the systematic process aimed to ensure and demonstrate that the design of the installation fulfills all the applicable safety requirements. Given the extent of the RA-10 project, it is paramount to identify and plan all the processes and activities leading to, in the end, the Safety Analysis Report update to apply to the Commissioning License. This last is a key milestone for the project. In this paper, the approach adopted for the RA-10 project is introduced, which is directly based on the implementation and verification of the nuclear and radiological safety design principles established for the project: -The principle for defense in depth. -The establishment of safety functions. -The establishment of acceptance criteria The RA-10 project has begun the construction works by early 2016 under the Construction License granted to CNEA by the ARN in 2014. In this context, this paper addresses the activities needed to apply to the Commissioning License, which involves the implementation of a Safety Assessment Plan. In this paper it is also shown how through the use of a graded approach, the assessment of different operational states, the events arising from those states and the magnitude of the potential radiological risks are addressed. The management tools to be used in the elaboration of the safety assessments, the main aspects of the evaluations to be conducted and the analyses to be carried out are also discussed. Lastly, it is presented how the safety assessments results are used in the derivation of operational limits and conditions, maintenance, inspection and testing plans, and to provide support to the accident management and emergency planning.
